I think the guy has just dropped out of society, and wants to be left alone. The theft and vandalism are bad, but sounds like authorities are stripping his camps bare, maybe leaving him little choice.
I understand there is some of this in the Pacific Northwest, too; mostly combat vets.

They may never find this guy. The Olympic Park bomber hid out in Western North Carolina for 5 years with the FBI and others looking for him. He was caught by an observant cop while raiding a dumpster. I have a feeling that the area in Utah is a lot less crowded than Western NC, making the guy harder to find.
