Not for too difficult for me to understand. One of my jobs was to train all the military police who failed to qualify with their weapons. Once I got them over being scared of the firearm nearly all of them would gain the confidence to qualify. Many of these folks went on to own and shoot their personal firearms competitively. In Australia, firearms ownership is highly restricted and folks are just not all that familiar with the operation of them.

He said Queensland Police Service hierarchy viewed training as a "tolerated evil", only covering minimum requirements "for fear of eating up precious working hours"
hmmm that sounds familliar on this side of the pond too...

most places have a mandatory qualification course of fire they shoot once or twice a year, and that's it. its not training its meeting the minimum standards.
