New government scrutiny?

I bought a booklet yesterday from eBay, described as:

"Revolver-Photo Guides Disassembly & Reassembly Guides"

I think the seller takes sections of the Gun Digest books and puts them in bound sheet protectors. He has about thirty or so different revolvers, plus pistol and rifle guides. Mine was for my Sentinel.

Anyhow, once I paid I got an email from PayPal saying that due to certain "government regulation and policies" my payment was being held for review, for up to 72 hours.

The payment ended up being completed in a little over an hour, but I was steamed about it and emailed them. I described my purchase item and asked for a link to the specific "government regulation and policies" that put things in review. I pointed out that both myself and the seller had a long history with a high feedback count.

I could understand if I was buying a book on making a howitzer out of common household items (wouldn't that be fun!). All I got back was an automated response, and doubt I'll get any better reply. If this was really government nosiness, it's getting a little silly.

it had a gun in the title, that was probably the problem

That may be, but I've bought enough other gun stuff through eBay and PayPal without a "review".

I got back another useless email from them this morning. No mention of the "regulations and policies" I asked for.
