Generally it's where the ejector contacts the brass in relation to the extractor. Higher the contact on the ejector the lower the brass will be thrown. The link I provided shows how the ejector is shaped to help direct the brass. For a low throw the contact is on the top edge, high as possible.

I found some dimensions on a 1911 forum and when I checked the new ED Brown extractor it was too long and too tall.
It was hitting bevel on with top of hook and rim was not hitting extractor I honed it to new dimensions but have not tried it yet.
